Localism Bill in (Plain) English

The Government of the day has made a lot of noise about its new Localism Bill, and how it will be the best thing since sliced bread. The problem with most, if not all Government legislation is you need to be a veteran of Bletchley Park to decipher and understand it. We would love to take the Governments own spin first hand, but that would be just plain silly.
