    The film says about half the calls are passed on. What criteria do they use to decide whether or not to pass a call on? Who decides? How much training have they received?
    I submitted a referral to Cornwall Council last year and received no response, so therefore have no idea whether or not it was followed up. I believe that in itself could deter some people from bothering to report things.

    I think the trouble with the safeguarding procedures is some people that aren’t very fair minded put in reports so of course those reports would be ignored. Too many reports and not enough staff to deal with them anyway.
