Car parking – Tough decisions

Being on the Parking Advisory Panel was never going to be easy. No matter what decision you come too, a lot of people will still complain, or have their own views on how it should be done.  I have, as Chairman, looked at many of these proposed plans and ideas. Some have real merit, others you do wonder if they are talking about the same subject.

On Thursday 8th July the Panel met to decide what course of action would be taken for the 2011-12 period. Most of the correspondence received from people, Town and Parish Councils, FSB, Cornwall’s Chamber of Commerce and businesses pointed to cheap first hour/s parking. It’s a valid point, as many people wont just ‘pop into’ a town because they say its to expensive to park. This point I did take on-board when I was coming up with various ideas.

Parking is never going to be free. That’s a fact. If it was, then people would have two real choices. Either cut services, or raise Council Tax. You see, car parking pays for services that the public receive. Without the revenue from this, you would not get the various services.  The revenue received from car parking services is £13.8 million. The cost to run this service is £4.6 million. That leaves around £9.2 million in profit. When I looked at the full break down of the costings I was very surprised and shocked that we hand over to the Exchequer £1.4 million in business rates. A huge amount.

Now to the point on what it’s going to cost to park in a Cornwall Council owned car park. These figures have not been finalised as they have to go to consultation before any formal recommendation is made to Cabinet, who will then make the final decision.

All short and long stay car parks except those in Truro, Falmouth, Newquay, Penzance and St. Ives will be charged 50p for the first hour (Groups 1-7).  For those Towns/City listed before it will be £1 for the first hour (Groups 8-9). In most areas this will mean a drop in charges for the first hour.  For a full break down on what car parks are in what group you will have to click on the LINK for the Groupings.  All those car parks lists in Italics are free of charging and will remain so. Below are the other charges.

Group 1:  Charges – 2 Hours  £2.20 –  3 Hours £3.30 – 4 Hours £4.20 – All Day £5.50

Group 2:  Short Stay – 2 Hours  £1.80 – 3 Hours £2.90
                Long Stay – 2 Hours  £1.80 – 3 Hours £2.90 – 4 Hours £3.80 – All Day £4.50

Group 3:  Short Stay – 2 Hours  £1.10 – 3 Hours £1.70

                Long Stay – 2 Hours  £1.10 – 3 Hours £1.70 – 4 Hours £2.60 – All Day £3.50
Group 4:  Short Stay – 2 Hours  £1.70 – 3 Hours £2.80
                Long Stay – 2 Hours  £1.70 – 3 Hours £2.80 – 4 Hours £3.70 – All Day £4
Group 5:  Short Stay – 2 Hours  £1.70 – 3 Hours £2.80

The Charging periods are:
Group 1:  Pay and Display Summer:  Mon – Sun  0900 – 1700 (Winter Free)
Group 2:  Monday – Sunday 0900 -1600
Group 3:  Monday – Sunday 0900 -1600
Group 4:  Monday – Sunday 0900 -1600
Group 5:  Monday – Sunday 0900 -1600
Group 6:  Monday – Sunday 0900 -1800
Group 7:  Monday – Sunday 0900 -1800
Group 8:  Monday – Sunday 0900 -1700. Eve 1700- 0900
Group 9:  Monday – Sunday 0900 -1700. Eve 1700- 0900
In Groups 8 and 9 there will be a evening charge of £2. This will run from 5pm till 9am. For Group 8 this evening charge will only be charged between 15th March and 31st Oct. It will be free outside these dates.
I am sure you will say these new charges are not perfect, but I do believe these are a huge step in the right direction. This is because the first hour car parking is a lot cheaper, and the charging periods have been changed giving 2-3 hours that were previously charged for.
